Tegelijkertijd hebben veel Nederlanders de voorkeur gegeven aan het gedoogbeleid, waarin het bezit van persoonlijke hoeveelheden cannabis wordt geaccepteerd, mits het niet wordt verkocht of openbaar gebruikt. Dit gedoogbeleid heeft echter ook geleid tot controverses over de doeltreffendheid en de juistheid van het toelaten van een illegale markt, die vaak door georganiseerde misdaad wordt gecontroleerd.

De vooruitzichten van cannabis in Nederland is onduidelijk. Terwijl sommige landen wereldwijd overwegen om cannabis compleet te legaliseren, blijven anderen zich kritisch staan tegenover het idee van volledige bevoegdheid van gebruik. In Nederland wordt er vaak gesproken over een ‘witte’ en ‘grijze’ markt voor cannabis, waarbij er meer beperkingen zou kunnen komen, bijvoorbeeld door de legalisering van de vermeerdering en verkoop van cannabis. Dit zou de controle over het product versterken en de zwartemarkthandel kunnen afnemen. Tegelijkertijd blijven de zorgen over de impact van een grotere beschikbaarheid van cannabis bestaan, zowel voor de publieke gezondheid als voor de maatschappelijke veiligheid.

Al met al is cannabis een complexe stof met zowel goede als risicovolle aspecten. De gezondheidsvoordelen zijn veelbelovend, maar het recreatieve gebruik brengt bedreigingen met zich mee, vooral voor de jeugd. De debat over de controle van cannabis zal de komende jaren waarschijnlijk verder gaan, waarbij zowel zorgspecialisten als politici zich blijven afvragen hoe ze de balans kunnen vinden tussen het bieden van toegang tot medische toepassingen van cannabis en het beveiligen van de samenleving tegen de schadelijke gevolgen van recreatief gebruik.
